The Full Governing Body is currently composed of 16 members, drawn from 5 different categories, with a vacancy for 1 Foundation Governor and 1 Parent Governor
Foundation Governors who are appointed by the Bishop, Staff Governors elected by the staff, Parent Governors elected by parents, Local Authority Governors nominated by the L.A. We also have 3 Co-opted Governors. The Headteacher is also a Governor.
In a Catholic school, the Foundation Governors must be in the majority. Foundation Governors are appointed specifically to ensure:
• That the religious character of the school is preserved
• That the school is conducted in accordance with its trust deed
• That the religious education curriculum is in accordance with the bishops policy for his diocese, based on the Bishops Conference Curriculum Directory
The Function of a Governing Body is to:
• Set the aims and objectives of the school
• Set the policies for achieving those aims and objectives
• Set the targets for achieving those aims and objectives
• Monitor and evaluate the progress the school is making towards achievement of its aims and objectives
• Be a source of challenge and support to the Headteacher.
The organisation of our Governing Body
Currently the Governing body is made up of:
• 1 Headteacher
• 10 Foundation Governors
• 1 Staff Governor
• 2 Parent Governors
• 1 Local Authority Governors
• 3 Co-opted Governors
The Full Governors meet six times each year.
The role of the Full Governors is:
• To ensure clarity of vision, ethos and strategic direction
• To hold the Headteacher to account for the educational performance of the school and its pupils, and the performance management of staff
• To oversee the financial performance of the school and make sure its money is well spent
The more detailed work takes place at committee level. The Full Governors have decided that the model they operate should be linked to the Ofsted Inspection Framework. And so there are four committees.

The terms of reference which reflect the school priorities are:
Leadership and Management
- Develop the Catholic Ethos and spirituality of the school including the provision of RE
- Develop the school’s strategic vision and strategy; communicate ambitions to stakeholders
- Complete the development of the curriculum plan ensuring that there is breadth and balance to meet the needs of all students; determine staff structure and report to Finance on future resource requirements.
- Contribute to the school planning cycle through ensuring rigour of self-evaluation and alignment with Catholic ethos, vision and strategy.
- Develop the schools marketing plan taking account of the competitive environment within which the school operates
- Oversee the school appraisal procedure and receive twice yearly reports, arrange Head Teachers appraisal and nominate three Governors to participate in the procedure.
- Receive a report on Continuous Professional Development for all employees, monitor staff absence and staff work life balance.
- Lead on Governor development; receive results of annual evaluation of Governors.
Finance Buildings Health and Safety
- Prepare three year annual budgets for Full Governors, taking into account school priorities
- Monitor current year budget and report to full Governors. Approve and record virements
- Carry out annual review of Health and Safety policy to include accessibility plans, asbestos, legionella and maintenance contracts. Carry out termly audits and review accident reports.
- Oversee building developments including receipts of tenders and monitoring of works
- Monitor all Catering reports
- Carry out reviews of Scheme of Delegation, Charging Policy and Insurance.
Personal Development Committee
- Monitor safeguarding arrangements and follow up any serious incidents.
- Monitor attendance and strategies used to improve attendance & punctuality.
- Monitor strategies to improve behaviour & monitor reports on behaviour logs; monitor exclusions.
- Monitor work to prevent radicalisation & extremism. Receive reports on any homophobic or racist incidents.
- Receive reports on topics to be delivered through Pupil Development Days. Monitor career advice provision and work experience.
- Review pupil support provision including needs of pupils with additional needs.
- Receive termly reports on Pupil Voice and Parental Engagement.
- Improve performance & outcomes in English
- Agree how assessment information will be collected to inform planning of appropriate teaching and learning strategies
- Improve performance in “red” RAG rated Departments
- Consider Departmental data analysis on progress & attainment, including gap analysis for all groups across school including pupil premium
- Monitor developments on literacy & numeracy
- Monitor improvements in teaching practice especially implementation of homework policies, marking and feedback
Catholic Ethos Committee
- Carry out a review of the Catholic ethos of St. Joseph’s school
- Provide progress reports to Leadership & Management Committee
- Present proposals for renewal of the Catholic ethos to Full Governors
- Take into account thinking on the role and future development of Catholic schools locally, at Diocesan and Vatican levels
- Review the teaching of RE at St. Joseph’s in relation to the Reformed GCSE in Religious Studies, taking account of guidance from the Catholic Education Service
